Economics at the margins of the data

Some of the most consequential economic questions sit where data is sparse and stakes are high. We discuss how to build defensible evidence under genuine uncertainty.

Some of the questions that matter most are precisely those where the data is weakest. The underlying phenomenon is uncertain, the measurements are incomplete, and the decisions at stake carry significant economic and social consequences. These conditions test the economist's craft more severely than any volume of clean data.

Working at the margins of the data demands a particular analytical posture. The temptation to over-claim precision must be resisted; equally, the absence of perfect data is not a reason to withhold evidence. The task is to be rigorous about what can and cannot be concluded.

In our experience, the most useful analysis under uncertainty combines several imperfect sources and is explicit about how they have been reconciled. Triangulation across sources, with clearly stated assumptions and sensitivity testing, produces evidence that is both useful and honest about its limits.

The result is not certainty, which is unavailable, but a structured and transparent account of the economics — one that decision-makers can weigh alongside the wider considerations that any difficult decision must balance.
